Exceeding not only the bias signal but also its target at 10:15 or 1:30 will trigger RENEWED BIAS-UP or RENEWED BIAS-DOWN. There is no grace period, because the window is still bias-up or bias-down.
A renewed bias target will not become unfinished business if left outstanding.
